Small business SEO on a small budget: what to do first
The order that matters on a tight budget: Google profile, technical fixes, one page per service, reviews. What to skip and what to do yourself in a weekend.
On a small budget, small business SEO starts with four things, in this order: a complete Google Business Profile, fixing the technical problems that stop Google from seeing your site, one good page for each service, and an honest system for asking for reviews. Daily blogging, link packages and paid tools can wait until those four are working.
You can do almost all of it yourself, in a weekend, without writing code. Below is the order, what to skip, an hour-by-hour plan and the signs that it is time to pay someone.
Why the order matters when money is tight
On a small budget, your main resource is time. Each step makes the next one useful: the Google profile puts you on the map, the technical fixes let Google read your pages, the service pages are where the searcher lands, and reviews convince them to call. A great blog post on a site Google does not index helps no one.
1. A complete, accurate Google Business Profile
For a local business, the Google Maps listing is often the first thing a customer sees, before the website. It is free, yet many profiles are only half filled in. Check:
- The primary category describes what you sell most ("Plumber", not "Construction company", if most of your work is plumbing). Add secondary categories only for services you actually provide.
- The business name is your real name. Keywords stuffed into the name ("Cheap 24/7 Plumber Cluj") break Google's guidelines and can get the profile suspended.
- Services, each with a short description, plus your service area and opening hours, including holiday hours.
- Phone number and address match the website exactly.
- Real photos: your work, your team, your premises. At least ten to start, then a few new ones every month.

2. Basic technical fixes, not all of them
A small site does not need a 50-page audit. It needs nothing to be blocking Google. The minimum list:
- The site is verified in Google Search Console (free) and you have submitted your sitemap there.
- Your important pages show as indexed in Search Console. When one is missing, the cause is often a forgotten "noindex" setting or a duplicate page.
- The site uses HTTPS and is easy to use on a phone: buttons are easy to tap, text is readable, the form sends.
- Images are compressed, so pages load quickly on mobile data.
- Every page has a unique title with the service and the city, for example "Boiler installation in Cluj-Napoca | Business name".
What you can ignore at first: a perfect score. Our own site reached a health score of 100/100 in Ahrefs Site Audit, but a good score only confirms that nothing is in the way. Customers come from the pages they read.
3. One good page per service
This is where small businesses lose the most money: a single "Services" page with ten lines instead of a page for each important service. Someone searching "parquet fitting Cluj" wants a page about parquet fitting in Cluj, not a list.
A good service page says what you do, for whom, in which area and how the job goes, gives a price guide or a "from" price, shows photos of real work, answers 3–5 common questions and has a call or WhatsApp button that is easy to find on a phone. If you work in several cities, a page per city only makes sense if it has real information about that city (areas, lead times, jobs done there). The same page copied with a different city name does not help.
Our own site's data backs this order. In the Search Console export of 24 September 2026, our city-and-industry service pages had an average position of 15.6 and a click-through rate (CTR) of about 2.6%, roughly four times the 0.7% of our blog articles. Four Cluj pages had average positions between 2 and 5, and on a single day, 21 September 2026, two quote requests came in from Google search. The likely reason: someone searching "service + city" wants to buy; someone reading an article usually just wants to learn something.
4. Reviews, asked for the right way
Reviews matter both for your position on the map and for the customer's decision. The cheap system that works:
- Ask every customer, right after the job, with the direct link to the review form (you will find it in your Google profile).
- Ask everyone, not just the happy ones. Sending the link only to satisfied customers ("review gating") is against Google's rules; the details are in our guide to asking for reviews without filtering customers.
- Do not offer discounts or gifts in exchange for reviews, and never write fake ones.
- Reply to all of them within a few days, including the negative ones, calmly and to the point.

The weekend plan
Saturday, about 4 hours
- Hour 1: Google Business Profile: category, services, area, hours, ten photos.
- Hour 2: Google Search Console: verify the domain, submit the sitemap, note any pages that are not indexed.
- Hour 3: the phone test: open every page, tap every button, send the form, compress large images.
- Hour 4: page titles: service + city + business name, unique on every page.
Sunday, about 4 hours
- 2–3 hours: write or rewrite the page for the service that earns you the most.
- 30 minutes: prepare the review link and a short message, then send it to your last 10–20 customers.
- 30 minutes: reply to existing reviews and check that your name, address and phone number are identical on your site, on Google, on Facebook and in directories.
In the following weeks, add one service page a week until every service is covered.
When to pay someone
Pay when the cost of your time, or of a mistake, gets higher than the cost of help:
- Search Console shows errors you do not understand, or your important pages are still not indexed after a few weeks.
- Your site runs on a platform where you cannot change titles or add pages.
- You have many services or several cities and no time to write the pages.
- Competition in your area is strong (clinics, lawyers, construction in big cities) and a profile plus a few pages are no longer enough.
- You have done the steps above and after three months you see no movement in Search Console.

Whoever you hire, ask for counted deliverables and walk away from ranking guarantees: Google does not sell positions in its unpaid results, so no one can guarantee them.
What to expect, with real numbers
Technical fixes take 2–4 weeks, and rankings usually move in 3–6 months. On our own site, a new domain, the 3-month window ending 18 July 2026 had 24 clicks and an average position of 47.8, and the window ending 24 September 2026 had 326 clicks, 49,600 impressions and an average position of 30.7. That took far more work than the weekend plan: about 1,046 articles in 6 languages and 260 city-and-industry service pages. It is still a modest number of clicks, and most of them came from articles in other languages. The growth is real but slow, which is realistic for any business starting from zero.
