SEO agency vs freelancer vs DIY: which should you pick?

When an SEO agency, a freelancer or doing it yourself makes sense: market prices, questions to ask, red flags, and when a local business needs neither.

Hire an SEO freelancer when you have a small site, one location and a clear need, and you want to talk directly to the person doing the work. Hire an SEO agency when you need technical fixes, content and links at the same time, or when you can't afford for everything to depend on one person. Do it yourself when you have time every week and competition in your area is low. And if you run a local business with a calendar that's already full, you may not need a monthly SEO plan at all.

The label tells you little about the result. What matters is what the provider actually does each month, whose name the accounts are in, and what happens when you want to leave. Below you'll find the comparison, market prices, the questions to ask and the red flags.

What you can do yourself, for free

For a local business, a good part of SEO is common-sense work with free tools:

  • A complete Google Business Profile: the right category, opening hours, services, real photos and a reply to every review.
  • Google Search Console: check whether your pages are indexed and which searches you show up for.
  • One page for each important service, with a title that says what you do and where, for example "Boiler repairs in Cluj-Napoca".
  • Reviews, asked for consistently, from every customer after each job.
  • The same contact details (name, address, phone) everywhere your business is listed.

Where doing it yourself usually stalls: the technical side (structured data, speed, indexing, versions in other languages), links from other websites, and content written steadily, month after month. Mistakes here don't show right away, but they cost you months.

When a freelancer makes sense

A freelancer is a good choice when:

  • you have a small site and one location;
  • your need has a beginning and an end: an audit with the fixes done, your Google profile set up properly, your main pages optimized;
  • you want to talk directly to the person doing the work, with no middleman.

There is one risk, but it's a big one: everything depends on one person. Protecting yourself is simple: keep the accounts (Search Console, Analytics, Google Business Profile, your domain) in your name from day one, and give the freelancer access only.

When an agency makes sense

An agency is worth the coordination cost when:

  • you run an online store with many product and category pages;
  • you want to show up in several cities, or you're in a niche with heavy national competition;
  • you need technical work, content and links every month, all at once;
  • you can't afford for the work to stop if one person leaves.

The risk with an agency: you pay for the structure, and your account may end up with the newest person on the team. Ask directly who will work on your site.

What it costs: market prices in 2026

In our study of what SEO costs in 2026 we checked 39 price pages from Romanian providers. Most are prices before VAT and "from" prices. In short:

The study doesn't split providers into agencies and freelancers, so don't guess the price from the label. Compare offers by what can be counted: how many pages optimized, how many articles and links per month, whether the fixes are done or only recommended. A low price that only delivers a list of problems isn't cheaper if you then pay someone else to fix them.

Questions to ask anyone before you sign

  • What exactly will you do in the first month, and what will I get, in numbers? A good answer has figures: pages, articles, fixes. A weak one sounds like "ongoing optimization".
  • Do you implement the fixes, or only recommend them?
  • Whose name are the accounts in? The right answer: yours. The provider gets access, not ownership.
  • What's in the monthly report? Ask for Search Console data: clicks, impressions, average position, plus the quote requests that came from search.
  • What happens if I want to leave? Minimum term, notice period, what stays with you.
  • Who will actually work on my site? With an agency, this question matters more than with a freelancer.
  • What have you done on your own site? Anyone selling SEO should be able to show you their own site's data, limits included.

Red flags

  • Ranking guarantees: "first page guaranteed", "100% guaranteed results". Google doesn't sell rankings, so nobody can guarantee them.
  • Guaranteed mentions in ChatGPT or AI answers. Nobody controls that outcome either.
  • Dozens of links per month, which adds up to hundreds a year, from the seller's own network of sites or from article directories.
  • The accounts stay with the provider, so when you leave, you leave without your history.
  • A hidden long contract: "no contract" on the page but 12 months in the terms, or a setup fee mentioned only at the end.
  • Reports with nothing you can verify: nice charts, but no access to Search Console.

When you need neither an agency nor a freelancer

There are situations where a monthly SEO plan is money thrown away:

  • Your calendar is already full from referrals. If you can't take on more customers, more traffic gets you nothing.
  • You're a local business with one location and little competition. A one-off setup (your Google profile, your main pages, your first reviews) that you then maintain yourself is often enough. See how your Google profile and your website work together.

  • You need customers this month. SEO works in months, not days. If you need customers fast, paid ads are a different tool.

And here's our answer to "what have you done on your own site?". mpowebstudio.com is a new domain. In Search Console, in the 3 months up to 18 July 2026 we had 24 clicks, 5,420 impressions and an average position of 47.8. In the 3 months up to 24 September 2026 we had 326 clicks, 49,600 impressions and an average position of 30.7. From June to September 2026 we worked on the technical side (structured data, sitemap, hreflang for 6 languages, Core Web Vitals), published about 1,046 articles in 6 languages and 260 service pages by city and industry, with internal links between the articles and the service pages. In the 24 September data, the city-and-industry pages had an average position of 15.6 and a click-through rate of about 2.6%, roughly four times the articles' 0.7%, and four Cluj pages had average positions between 2 and 5. On 21 September 2026, two quote requests arrived from Google search on the same day.

The limits, stated plainly: clicks are still modest in absolute terms, the most competitive national searches (for example "preț site web", Romanian for "website price") were still around position 85, and most clicks came from articles in other languages. A new domain's authority takes time and links.

Is an SEO freelancer cheaper than an SEO agency?+

Our study of 39 Romanian price lists doesn't split them: the price depends on what's included, not on the label. As a reference, local SEO for one location typically costs €100–150/month, and the entry package of an SEO plan has a median of around €200/month.

Can I do SEO for my website myself?+

Yes, especially if you run a local business with little competition: a complete Google profile, Search Console, one page per service and reviews asked for consistently from every customer. The technical side, links and steady monthly content are the hardest parts to handle alone.

What should I ask an SEO agency before signing?+

Ask what it delivers each month in numbers, whether it does the fixes or only recommends them, whose name the accounts are in and what happens if you want to leave. Also ask to see the Search Console data for its own website.

Can an SEO agency guarantee the first page of Google?+

No. Google doesn't sell rankings, so nobody can guarantee them. A serious guarantee is about the work: if a month's deliverables weren't done, you get that month's money back.
